The National Communication Authority (NCA), Somalia is responsible for planning and managing the radio frequency spectrum in Somalia. It is responsible for compliance with licensing requirements and investigating complaints of interference to services. The scope of the NCA role includes spectrum planning, frequency allocation, apparatus licensing; and frequency assignment and coordination.
Bands of spectrum exist in layers, and it is the role of NCA to regulate radio spectrum to allocate frequencies so technologies and devices using radio spectrum can operate without interference. As the regulatory authority body that monitors access to spectrum, NCA’s role is to carefully balance public and commercial interests in deciding allocation and assignment.
To meet this goal, NCA has developed a National Frequency Allocation Table, and National Communications Law of 2017, NCA in force to:
STANDARD APPLICATION FOR RADIO FREQUENCY (RF) EQUIPMENT
A standard Radio Communication Application form is applicable for the following services: Aeronautical, Broadcasting, Maritime, Amateur, base/mobile, simplex, experimental, trial/test, demonstration, paging, message handling, relay, private and communal repeater, telemetry, point-to-point and point-to-multipoint links (below and above 1 GHz), alarm monitoring, load management, message handling, radio trunking and satellite (uplinks VSAT, SNG).
