The National Communications Law directs the National Communications Authority to adopt regulations and guidelines in a number of specific areas that are critical to the proper functioning of the telecommunications/ICT sectors. One of the essential elements for promoting competition and the efficient functioning of the telecommunications market is the establishment of interconnection.
Articles 49-53 of the National Communications Law, specifically give the National Communications Authority the authority to adopt regulations and guidelines for interconnection among Licensed Telecommunications Service Providers (MNOs) in the Federal Republic of Somalia and identify particular issues that the National Communications Authority should address.
The National Communications Authority is mandated to develop regulations and guidelines on interconnection, providing the necessary procedures to establish interconnection among all licensed telecommunications providers in Somalia. This includes the registration of interconnection agreements, the resolution of related disputes, monitoring the successful implementation of interconnection service and more.
