Universal Access and Service

The National Communications Authority is committed to creating an enabling regulatory environment that promote widespread availability and equity in access to Telecommunication/ICT technologies. According to article 61 of the National Communications Law the National Communications Authority must ensure the provision of access to Telecommunications/ICT services across the Federal Republic of Somalia including rural areas and any location where there is need for Telecommunications.

The National Communication Authority is also responsible for the facilitation and the expansion of Telecommunication/ICT services to all consumers in the Federal Republic of Somalia, with especial attention given to vulnerable groups. The National Communications Authority plays a vital role in ensuring universal access to telecommunications and ICT services, while working to bridge the digital divide and promote equal opportunities for all individuals to connect and communicate.

The National Communications Authority undertakes the development of relevant regulations and guidelines to implement Universal Access and Service in the Federal Republic of Somalia, with the overarching goal of creating an inclusive telecommunications landscape that serves the entire population.
