(Mogadishu – June 12, 2025) The Cabinet of the Federal Government of Somalia has today officially endorsed the Submarine Cable Regulations, marking a significant milestone in the country’s digital transformation journey.
These regulations, developed by the National Communications Authority (NCA), will govern all licensees operating submarine cable landing stations and submarine cables within the Federal Republic of Somalia.
The primary objectives of the Submarine Cable Regulations are to: expand the international bandwidth capacity of Somalia; establish fair and transparent conditions for access to international bandwidth, and foster a competitive and dynamic connectivity market.
“We would like to extend our gratitude to the Minister for Communications and Technology, H.E. Mohamed Adam, for presenting this regulation to the Cabinet and championing its adoption,” said Mustafa Yasin Sheikh, Director General of the National Communications Authority (NCA), Somalia.He added, “We also would like to thank the IFC for their technical support during the preparation and consultation phases of this vital regulation.”
The endorsement of these regulations signals the government’s commitment to enabling open and equitable access to international connectivity and ensuring robust infrastructure to support Somalia’s growing digital economy.
